The past year has been a challenge to say the least, and the marine industry has experienced both pitfalls and opportunities. To meet these head-on the Marine Recreation Association is again sponsoring the California Boating Congress, bringing together the marine industry and boating community to advocate for this important part of our economy and culture.
With COVID still impacting our ability to meet directly with our legislators and regulators, this year’s CBC will be held in a virtual format on March 17, 2021, from 9 AM to 12 Noon PDT . . . Planning for 2030 & Beyond.
PLANNING FOR TWENTY THIRTY AND BEYOND Our Legislators are developing new initiatives today to limit and ultimately eliminate gasoline and diesel engines in California. The 2021 California Boating Congress will focus on understanding and responding to the potential impact of these measures on recreational boating and the marine industry, and more importantly how we can influence those initiatives through our representatives and regulators.

Copper Paint Regulations Update: Charting a Course for the Marina Operator/Owner – Copper antifouling paint (AFP) controls are being prioritized in the Nonpoint Source Implementation Plan (NPS Plan) developed by the State Water Resources Control Board, the Los Angeles Regional Water Quality Control Board (RWQCB), and the Santa Ana RWQCB. MRA provided comments to the State and Regional Water Boards in 2020 and requesting clarification on the type of management actions marina owners and marina operators may anticipate. This presentation will summarize the range of compliance requirements that may be expected, an update on ATF issues in Los Angeles, Orange, and San Diego counties. Barbara is a longtime insurance broker and risk manager working with many marina and resort operators. She has extensive knowledge on risk sharing techniques and loss prevention. She holds the CPCU, CIC, CRM, CWCA designations and has taught multiple insurance programs for the American Insurance Institute. She thrives on complex operations and contractual requirements. LP Insurance Services is a dynamic insurance brokerage headquartered in Reno, NV with 8 offices located throughout the lower western states. We focus on providing both insurance and risk management solutions to the business community. In her spare time, she supports Hospice of San Joaquin, a non-profit in the central valley providing end of life care to the terminally ill and their families, by raising the necessary funds to maintain the county’s only Hospice House. |
Tyson Eckerle |
Tyson Eckerle serves as the Deputy Director of Zero Emission Vehicle Market Development in the Governor’s Office of Business and Economic Development (GO-Biz). In this role, he leads a team focused on scaling the zero emission vehicle market by organizing stakeholder efforts to remove market barriers, create opportunities, and streamline development. Prior to joining GO-Biz, Tyson served as Executive Director of Energy Independence Now, a non-profit dedicated to action-oriented solutions to petroleum dependence and climate change. Tyson holds a B.A. in Biology from the University of California, Davis and a Master of Environmental Science and Management (MESM) from the Bren School of Environmental Science and Management at the University of California, Santa Barbara. |

Robert Newsome is the Senior Vice President of Strategy, Engineering Standards & Membership for the National Marine Manufacturers Association (NMMA), responsible the development and implementation of organizational strategies to support the recreational marine industry, overall membership activities, the Marine Industry Customer Satisfaction Index (CSI) program, and product certification (NMMA Certified) programs for boats, yachts, PWC and boat trailers. Robert serves on the Board of Directors of the National Safe Boating Council and the Technical Board of the American Boat & Yacht Council (ABYC), and represents the marine industry in standards development and technical issues through numerous technical committees of ABYC, the Society of Automotive Engineers (SAE), and the International Organization for Standardization (ISO), Robert has authored and presented on numerous industry, safety and technical topics prevalent to today’s recreational marine industry and boater safety, and additionally serves as a spokesperson for the Discover Boating program. He holds a Bachelor of Science degree from Bradley University, and a Master of Business Administration degree from the University of Notre Dame. Robert is an avid power boater, fisherman and a life-long sailor on Lake Michigan and the lakes of the Midwest. |
Shelly Anghera, PhD |
Shelly has more than 20 years of experience conducting field and laboratory studies related to eco-toxicology and water and sediment quality characterization. Her expertise centers on field study design, water and sediment testing and analysis, implementation strategies for dredged material management, Total Maximum Daily Load (TMDL) compliance, and application of California’s Sediment Quality Objectives (SQOs). She has supported the City of Newport Beach, City of Long Beach, Los Angeles County Department of Public Works, Port of Los Angeles, and Port of Long Beach in the development of unique water quality compliance strategies. Ramona Fernandez

A native Californian who grew up camping, hiking, fishing, swimming, boating, and immediately started working as a civil servant.
She has worked in several state agencies with over 30 years of state service. Desiring to return to the outdoors, in 2006, she secured a position at the Department of Parks and Recreation. In 2013, she joined the Division of Boating and Waterways (DBW), where she was instrumental in providing stability, guidance and conformity to the operation of DBW as a Division within State Parks. As the Boating Operations Chief, she managed the boating operations unit. She has served as second in command for DBW, providing leadership, oversight, accountability, stability and management of day-to-day operations for the Deputy Director.
In November 2017, she was ask to serve as DBW’s Acting Deputy Director, which she is still fulfilling. She is California’s Boating Law Administrator, (BLA) and represents California on a national level with the National Association of State Boating Law Administrators (NASBLA), an organization comprised of all 50 states and the U.S. territories. She served on the board of the Western Boating Administrator Association (WSBAA) comprised of 15 states and 6 territories. She was a subject matter expert and participant in the Department’s first Leadership Development Program.
She was the recipient of the 2016 Boating Professional of the Year award on a national level and in 2014 received the Distinguished Service Award in recognition of her personal leadership in the significant improvement of the AWAF and VTIP programs from the California Association of Harbor Masters and Port Captains. She continues to seek opportunities or work towards better business practices to ensure boating programs and services are enhanced and relevant. |
Beau Biller |
With nearly 30 years of experience in state and federal government, Mr. Biller spent the last 20 years working in the transportation arena. He ran the California Trucking Association’s (CTA) Government Affairs/Public Relations operation from 1997-2004 and, upon joining Platinum in 2004, is the lead lobbyist for the world’s largest trucking company – United Parcel Service (UPS), as well as the Golden Gate Bridge Highway and Transportation District. Biller’s interface with state government allows him access to staff and appointees from the Governor’s Cabinet level transportation leads all the way down to the Office of Environmental Health Hazard Assessment (OEHHA) where he advocated for the CTA on diesel toxic air contaminant regulations that would have subjected diesel users to Proposition 65. Mr. Biller acts as the lead lobbyists for numerous clients with transportation interests, ranging from Design-Build and Performance-Based Infrastructure (formerly Public Private Partnerships) to highways/local streets and roads and High-Speed Rail. In 1990 he served United States Senator Pete Wilson in the Defense and Foreign Affairs Department. Once Senator Wilson won election as California’s Governor, Beau returned to his home state and began working for Assemblyman Bill Filante (R-Marin). In 1992, Beau served as Legislative Staff and Committee Consultant for the Minority Ways and Means Committee specializing in budget appropriations. In 1995, Biller served as Committee Consultant for the Chairman of the Banking and Finance Committee. In addition, Beau served as campaign manager for the successful Assembly and Senate Campaigns for Bruce McPherson (Assembly 1994 and Senate 1996). Beau then joined the California Trucking Association in 1997 as Director of Legislative Affairs and in-house Lobbyist. Beau specialized in goods movement issues and helped re-write the commercial weight fee law, saving the industry hundreds of millions of dollars. Beau received a B.A. in Political Science from California State University, San Diego. |

Jerry Desmond is the legislative advocate who serves as the Director of Government Affairs for Recreational Boaters of California [RBOC].
Jerry works with the RBOC President Dan Hodge and the board of directors to establish and implement a government affairs program that includes personal relationships in the State Capitol, active advocacy, and a strong grassroots program that enables the recreational boating community to be engaged and effective on the public policy issues that impact boating.

Headquartered in California, Mark guides clients through the state and federal legislative process and helps them develop policy positions, establish relationships with key legislative offices and agencies, establish and access funding programs, and build and manage coalitions. Prior to founding SPG, Mark was a Senior Policy Advisor at Environmental and Energy Consulting and Conservation Strategy Group. Before that, Mark was the Western Region Director of Public Policy for Ducks Unlimited, where he directed local, state, and federal policy and strategy for nine western states. He previously worked as a in-house lobbyist for one of the state’s largest investor owned utilities, and represented ACEC California for 6 years as their in-house lobbyist. He has also worked as a Legislative Director in both the California Senate and Assembly. Mark has also used his deep policy expertise in drafting Propositions 1, 1E, and 84 and served in a leadership capacity on the Proposition 68 campaign, focused on securing a successful vote on this $4.1B bond. Mark has successfully raised hundreds of millions of dollars for client priorities and helped manage and win campaigns generating billions for water, natural resources, and infrastructure. Mark graduated with an MBA from University of California, Davis’ Graduate School of Management, and a BS in Microbiology from University of California, Davis. He is an adjunct professor at the UC Davis Graduate School of Management. He lives in Sacramento. |
